He is a Lawyer in Brazil, working for over 15 years in the area of economic and sanctioning administrative law, such as administrative misconduct.

His experience advocating before the Brazilian Higher Courts is complemented by his academic background. Spencer holds an MBA in Business Law from Fundação Getúlio Vargas (FGV) and a Master of Law (LLM) from the University of California, Berkeley (UC Berkeley).

He was a professor of Law, as well as an effective member of the OAB/AL Constitutional Law Commission and of the National Commission of Support for Law Students of the Federal Council of OAB.

In the USA, he advises banking lawyers in cases of international litigation as an international associate.
